Mods that change anything in the game don't work with Steam. If I remember correctly, the only mods that work with Steam are gateways, LANs and skins. I may be wrong though.

There is no way to make other mods work on the Steam version.

Several years ago, IV released the source code for Uplink. Several modders then modified the source code to create source mods, which worked with the then-current version of Uplink, which was 1.3. IV have since released several patches to Uplink, which break compatibility with these older mods. I suspect that the mods could be updated, but the mod authors would have to still care, and I doubt that they do. So the problem is likely not that you need a patch to use mods, but that the mods need to be updated in order to be compatible with the most recent version of Uplink.

Maybe that Steam beta patch was never released after all. The downloadable PC version is still at 1.54.
