Uplink - Global Communication Screen Lag

Hey
First of all, thanks for taking the time to help me, I appreciate it.
Specs:
AMD Phenom II X4 970 ~3.5GHz
8192MB DDR3 RAM
ATI Radeon HD5870
Windows 7 Ultimate 64-bit
Game Version:
Uplink (non-Steam) 1.55 Patch
When I open the Global Communications Screen (World Map) I start to Lag, the Cursor moves fine but the text when I Highlight something pops up slow, clicking on Connection is slow and it's very irritating.
I would say the whole game drops to around 5 FPS, but as soon as I close the World Map, it's gone and the game resumes at 60+ FPS, but, again, as soon as I open it, it drops to around 5 FPS again.
This problem only occurs when I play at higher Resolutions, such as when I play at my native Resolution, 1920x1200.
I have tried running in Compatability Mode for Windows XP & 2000, I've tried running as Administrator, I've tried Disabling API Scaling, and I've tried Disabling Visual Themes and Desktop Composition, I even tried all of them at once, and it still didn't fix it.
So, basically, I'm wondering if anyone knows the problem and how to fix it?
