Go to the Global Criminal Database and add two conviction containing anything. Add another one containing the word "Parole" and click on the Authorise Arrest button. Wait for the arrest to appear on the news then reply to the mail.

use two convictions(high tech fraud, robbery etc) and then add broke parole as the above friend explained

Actually any two letter will even do, then all you need to do is add the word parole then authorise the arrest. For example the two crimes could be A and B and then Parole C would work.

Add something funny to break up the monotony after a while, like M$CE, or Moped rider, or Cheese eater, anything you want you can use.
