Can you still buy the DevCD?

Just wondering if anyone knows if you can buy the DevCD still?
I emailed IV about it a while ago, but have not gotten any response yet.

I like the game and I think I could add a couple of quick sidetracks with the DevCD.
I have one from a long time ago, but the disk is completely unreadable and I doubt it is version 1.55 code.
I am pretty familiar with the MS Visual Studio and editing large projects. Seems like something I might have fun with.
