help i cant install custom gateways!!!

ok i will say what i tried so far.

i created:

C:\Program Files\Strategy First\Uplink\data
C:\Program Files\Strategy First\Uplink\graphics

i tried every possable location for the dad gum folders and about ready to pull my hair our

yes i know \data\ is were the gateway info goes and \graphics\ is were the tiff files go

i have done this before but its been 3-4 years since i touched this great game.

this copy was purchased on the day of release in the usa so ive had it quite a while and enjoy it often.
