bouncing through phone

Hi all,
I am quite new to the game and still learing. So if my question is kind of foolish/noobish, please forgive me.

While searching this forum I learned here that AI-hackers cannot be tracked when bouncing through a phone-line (thats why they dont do it but the logs leading there are usally modified).
But my question is, does this work both ways?
As far as I see it, bouncing through a phone first (even before InterNIC), leaves no logs at all that include your gateways IP. So does this mean that if not for active tracking one can never get cought and never has to delete any logs at all?

that thread is crazy, the logs were actually modified, but I do believe on your theory
