I don't know if this has been done before, or how useful this will be to people, but yesterday I developed a simple tool to backup and restore Uplink saved games for my own perosnal use. It might come in use for some of you.
This does ruin half of the fun of the game, which is the danger and fear, but will probably restore it tenfold by removing frustration!
Readme:
The left panel is your Uplink users, the right is your backups. Both are sorted by date of creation.
You can select the save directory by browsing to File -> Change save directory...
Works on XP/Vista/7 x86/x64

When I had XP, I could just go to C:\Program Files\Uplink\users to backup my user data - but now that I switched to 7, I can't do that anymore.
Just curious, how did you know that the file was stored in "\AppData\Local\VirtualStore\" ? And what did you use to program this? Visual basic?

It took many minutes of searching to find . And yeah this is VB.NET 2010.
