Why not just apply a rule of "Cheating from either team = Game over"?

Wolves can cheat by participating in the wolf discussions after death.

Anyway, I think everyone would stay more involved in the game if no one else started getting bored. So, as long as everyone participates, no one will get bored, and that sounded really stupid.
