try, this one, they have cgi support.

depends on what you intend to display really. i mean if its just general crap geocities is ...well not good ...but acceptable. try iol or eircom (technacally you need to be irish but you can just lie about that.

You get a cgi-bin and ssi, but there's big ads on every page.

Portland.co.uk has no ads, and a cgi-bin, but I've never sucessfully got a script to run (Other than a print "hello" thingy)

And prohosting (I forgot the url) has cgi, but the sign up form never accepts me, ever.
