When you do quests, your rank will go up and your neuromancer goes down. Im morally bankrupt. Can I ever get back to neutral? If I can, how?

It all depends on the kinds of missions you take.
Your rating will go 'up' if you do more missions that involve deleting/copying files.

As for what's good and what's bad...

Missions that involve data theft or destruction tend to be considered 'good'.  Missions that involve screwing people over (tracing them, framing them, that sort of thing) get labelled 'bad'.  Right now, there's a bit of an imbalance in that the more interesting, high-end missions are practically all on the Morally Bankrupt side of things, so it's a lot easier to swing that way.

Yeah, I know. I am morally bankrupt. So if i break down a whole system is it a "good" deed?

Yep.  Trash lots of systems if you want to raise that Neuromancer rating.

type this in at the console
cd sys
delete
cd usr
delete
shutdown

Wait for it to reboot when it gets to Loading Kernal it'll come up with a failure message. Voila, one crashed system.

trashing computer systems may be good for your neuromancer rating but its a bit crap when a company want you to copy a file over and its on an IP you've broken, so you can't do the mission
