[Question] Is this intended cell grading behaviour?

In my opion the cell grading is a bit broken. I setup my prison with dormitory's housing 2 prisoners each, having a bunk bed, toilet and shower.
When the cell has 0 occupants grading is 5 When the cell has 1 occupant grading is 3 When the cell has 2 occupants grading becomes 0
The thing is the shower head and bookshelf should be 1 point for 1 per 4 prisoners. And using my math skills 2 < 4 but all of a sudden those points are no longer awarded. See images below for clarification.

Did not want to start shouting it is a bug if it actually works the way it should, if anyone can tell me if it is a bug ill post it in Mantis.
