Bringing Meals to Inmates, Disciplinary Holding, Etc

I've read that prisoners will be fed while in solitary once they maximize their starvation stat, but I've never observed this. In the initial days of my previous prison, my first incident was discovering a single tunnel being dug by 35 prisoners. I had the punishment for escape attempts set to 120 hours of solitary. I only had about forty prisoners total, so naturally I didn't have hole space for 35 ADSEG. After a short time I realized that prior to this, I had been in the process of constructing a new cell block. I had only the foundation, interior walls and doors constructed so far, but it would do. I designated each unfinished and unfurnished cell as solitary, and locked up the bulk of them. Many didn't survive. Guards and Doctors were constantly hauling unconscious, bloodied inmates from the makeshift solitary to medical, and were too late to save many of them. They were never brought anything to eat, not while they were waiting for room in solitary, not while in solitary, not while in medical, not after release from solitary until their security classification was scheduled for chow.
Such criminal negligence may occur in some prisons, but certainly not as standard practice. Inmates in disciplinary/administrative segregation are provided three meals a day just as general population, though the quality of the meal might be lower - a moldy, spoiled, rotten green ham sandwich in a paper bag perhaps, and even then only if they've particularly irritated staff. Believe it or not, you can legally serve rotten meat to prisoners, you just have to irradiate it fist in order to prevent foodbourne illness.
Anyway, we need meals to be delivered to inmates in solitary confinement, and if need be, also to inmates pending confinement. A food delivery system exists within the game for permanent punishments, so it shouldn't be difficult to correct this issue. Also, inmates pending punishments shouldn't be left cuffed wherever they were restrained at. They should be relocated to either a holding cell. If unavailable, they could be placed in already occupied solitary cells. If a cell has two squares, then certainly two prisoners can be placed in one. This is how it works in real life. If this is unacceptable, then why not place them in the holding cell? If unavailable, why not line them up in the corridor outside of the solitary cells, or at the nearest unoccupied location? Why isn't the clock on their punishment ticking while waiting for a cell anyhow? Why're we unable to modify or even cancel ongoing punishments of prisoners? We can manually choose to punish a specific prisoner, but not to release them by to population, or alter their punishment?
On a related issue, we need the ability to designate inmates or cell blocks for in-cell meal distribution without being forced to permanently lock them in their cells. I've a small PC block with a small yard, common room and shower, and would very much like to prevent them from leaving their unit for meals without also having to prevent them from ever leaving their cells, and without having to construct a PC canteen, which would itself be almost as large as my entire PC unit.
I'm really very surprised these things haven't been implemented yet. I hope they will be one day.
