No names on prisoners except 'name in the game'

So I've had this issue for a while and can't find any fixes or even mention of it anywhere on this forum, so I thought I'd post something in case I missed it.
Normal prisoners all have blank names, while Name in the Game prisoners are the only ones who do. It's not game breaking exactly, but it makes keeping track of anybody a serious pain, since I can only go off their appearance and reputation. It also has a side effect of making the prison feel very mechanical and the prisoners less like people, so I end up only really connecting with the name in the game ones.
So that people understand it better, here's a screenshot! http://i.imgur.com/u55Ezr5.png?1 As you can see, Cartwell has a name, but the rest don't. And while it is in a female prison, it's also happening in my male prisons too. This isn't a single save issue, it's across the board. I've also done a complete reinstall as one person suggested on the steam forums - no luck.
