Introversion

I really like gangs and the problems you have to deal with when you have leaders and lieutenants but i really wish there was more reform programs for them. I understand why they refuse to do voluntary reform but then how do they get money (besides the territory thing). Why also cant we have some forced reform? It bugs me a little that my average re offending rate for non-gang members is around 2-3% but the gang members all have 90% and they drag up the average so much. I mean we force them to take showers why not force them to do some yard work or a quarry or something. If forcing them to do work is bad then why not force them into taking some schooling (a forced educational video would require no work at all and it would teach them something) or force them into a gang rehabilitation program run by the psychologist. Any reforms besides the violence psychologist one would be great (i think thats the only one gang members ever do because its non-voluntary). I don't really want to force my prisoners to riot just to get them violent enough to take one violence reform program .
