Workmen AI bug or feature?

I've noticed that workmen have a habit of leaving boxes in jail doorways, preventing them from closing (meaning that anyone can go in or out without a guard coming to unlock it). I'm not sure if this is a subtle bug or a feature (emulating lazy people propping open the door for convenience).
If it's the later, should the simulation be expanded to include a staff misconduct/discipline system? (Guards roughing up prisoners without cause, workmen propping doors open, doctors dealing narcotics to the prisoners, etc).
