[Bug] Death Row failure condition

Hello all,

Was playing this evening and for the first time tried my hand at death row. Had two death row inmates and started up the appeals program. One was released and the other was eventually at 20% clemency. I had researched the reduced execution liability so state approved level was at 10%. I decided to execute my prisoner anyway and unfortunately found out he was exonerated!

The bug, however, is that after this I got a call from the CEO stating "that's the second time" that I had executed someone incorrectly, which then triggered the countdown for the failure condition warning, but I definitely had only executed one.

Also, what I'm assuming are the localisation strings on the failure condition warning that sits at the bottom of the screen for 24h seem to be bugged and show "victory_warning_Executions" and "victory_Executions_units". See here for a screenshot.

Anyway, hope that reporting this helps! Maybe it's a one off, who knows!
