Bug or what ?

I think i have a bug of something in my prison.

The problem is,in my whole Block,i had lots of cells with good rating,the biggest cell,with shower in it,it gets spammed with prisoners,every time they have "shower time" they don't use the showers but go in this highly rated cell and take a shower in there. It is not possible to play like this and since then i didn't played PA.
Any advice ?

Well i can't log in to that bugs site so no idea what your comments means..is there bug written like my problem or what ?
