well, is it planned that this event will block the education programs. As the less work event says, you may let them work max 2 hours and the education program took 3 hours each, you have to cancel this reform programs, which make it quite impossible to passe the Education Reform program grant.
Maybe this event could be devided in a light version, with max 3hours work time and a extreme version with 2hours work time. (Both would hit me hard, as im running my prison with 7 hours work time)
alternate you could change the education programs to less hours and more session.

Well, harder but not impossible. The problem is that on a well running prison an event occurs every 1-2 days , and we have 16 events .
So while your your general education program about 13 events occour. if i calculate it mathematically i have a 43% chance that i can finish the reform program, means i have to cancel it on 57% of time....

IMO the problem is that reform programs like group therapy, education, personal therapy, ... are under the work categorie.

i was just talking about the education programs, all other programs you can run, as they just took 2 hours a day.
i personally think its okay that they are on work categories, but they should have 2 categories of worktime:
work/freetime and work/lockdown.
