I think, staff and working prisoners should flee burning kitchens.
First, it's ridiculous to watch cooks cooking happily in a kitchen were a cooker just burst into flames, rapidly filling the whole room with thick smoke fraom burning oil.
Second it would add some more tension to the burning kitchen disaster event, because perhaps your cooks will not be able to provide enough food on schedule for the next meal.
(Also: Sprinklers are OP.)
