Bug in the Event System?

During the playing of my prison using the new event system I encountered a bug, but i don't exactly know if it is a feature of the event system or the random event system not checking for certain things.

The random event that threw me off was when the warden asked me to lower the quality and variety of food down to low, at this early point of the prison i don't have a warden yet...
So how did the warden call me?
I didn't have the warden so i didn't have the Prison Policy unlocked in the Bureaucracy and therefore unable to do the event, but the event continued anyway and i went bankrupt for not having a warden and after getting one the event continuing to the point I have a game over during the unlocking of Prison Policy...
I also do understand that this is for challenging purposes, but isn't that a little extreme?

Is this a Bug? A feature? or a look over in the system?

Any knowledge on why this happened would be great.

In the changelog it says:
- Events will not happen during riots, or if you have less than 50 prisoners on site

So did you have >50 prisoners but no warden?
Maybe this is a combination that they did not take into account then..

Good find, you can't have the warden call you if he doesn't exist.

It could be some external warden assigned to your prison as long as you don't have one, or just some officer from the state (called "warden" for reasons of simplicity).
However, it should not be. It would only be fair to give the player a chance to properly start his basic prison before random events happen.
