Problem with checking escapes in gang cells
So one of my dogs left a flag near one of the cells, so I had a workers dismantle a toilet to see if there was an escape attempt. No luck on finding the escape tunnel (guess another false positive), so I tried to put the toilet back but I wasn't able to install it because it belong to a gang member. Any thoughts on how to put the toilet back in?

Not really a solution for your current problem, but: You wouldn't have to have to dismantle the toilet in the first place. Searching the toilet directly now will reveal tunnels for sure (not if toilet is searched as a part of a "Search Cell" or "Search Cell Block" action.

You will have to move the prisoner to a different cell. Or send the prisoner to solitary confinement.

i had this same problem with a non gang member...couldn't do anything to his cell ...not sure what i did to fix it...i think changing the cell from normal to normal security fixed it

FWIW....in normal prisons a prisoner has zero right to refuse a cell search. If they refuse then the prison swat team puts the beat down on them and their cell gets searched anyway. I would assume it would work the same way here. Just bring several guards into the cell and the zone logic is beat. Same as an eviction. 3 guards vs 1 prisoner, guards win. Logic wise here as in reality, if you order a cell search then a gang member would have two options... The gang member either complies with the search or and the prisoner says hell no and attacks the guards on the spot...which in turn pisses off the guards and then the guards fight the prisoner, which then brings the rest of his gang members on top of the guards which then slap him and his friends in irons, and escort the lot of them off to solitary and you have an excuse to search all their cells then.

I'm having this problem, too. Items in the cell usually can not be searched or dismantled. Somehow *one* of my gang cells let me dismantle a toilet, and now it won't let me re-install it. The prisoner returns to the cell even though it's not meeting room requirements now.
I think we need the ability to make changes to cells even while there are gang members residing in them. There is no way it's realistic that guards can't touch the cells of gang members in real prisons, plus from a practical standpoint to play the game, it makes it impossible to search, do renovations, down/upgrade cell quality, etc.

Remove the cell as a room and do what you want to it and then make it a cell again when you're done.
EDIT: I just noticed that you can't do this... try moving the gang member to another cell and then doing your renovations to the cell.

If the devs want to make it so that the gang member dictates what happens in the cell, then dismantling should also not be allowed.
But then - how is the gang member preventing all this when he is elsewhere having food?
