new gang addon

[max prisoner]

easier gang leaders. meaning not having to be a legendary prisoner. just can be max sec. having had 300 prisoners and not one gang leader. sooo pissed because i have 12 gang members and no leader. making me mad. i have no legendary prisoners. i wish that they did not have to be legendary. they could just be max sec. i hope that u see this devs.
