Massive Bug

So I ran into a very bad, game-breaking bug. I was playing for a long time on a new prison, everything was good, saved, and quit. Now I've loaded it up, and the prisoners can't leave their cell block. Ever. For anything. Anyone else run into this? My game was fine until I reloaded it.

Do you have any mods loaded?
Does your regime look normal, or is it set to 100% lockup and/or sleep?
Do your prisoners have handcuffs on?

Hint: For future note, use a subject that indicates the nature of the post. "Prisoners won't leave cells" might be better than "Massive Bug".

Go to deploy, if any areas are insecure secure them by closing the doors etc that doesn't allow prisoners to leave the cell block

you've write nothing that anybody could help. There are already lots of "Prisoners wont leave cell" - reports across the forums, and mostly it was an user error.

So please attach some files to check. Best would be your savegame, if not normal overview, deployment overview and maybe some detail view.
