Question: Gang leaders?

So, I've tried and tried to get a gang leader by repeatingly loading a 100 max intake save, and I just can't get it. How small are the chances of getting one? Is there some hidden condition? I've got between 10 and 20 gang members in each gang, and my prison got 400 prisoners, so I'm not sure what is wrong. I'm almost considering getting a mod to order a gang member to arrive :>

You can only get new leaders by intake. They don't get selected from existing prisoners

Same here, I can never get gang leaders and it is quite annoying, especially with 150+ max sec prisoners.

Gang leaders are only legendary, legendary's are pretty rare, like 1 in 400 prisoners, and almost all death row, protected or max sec.

This will sound masochistic but I hope they eventually make it so that if there are 5 or more gang members, a leader will be elected and then replaced if you get a legendary character. I feel like currently the feature is just not working since you need a super huge (or cheat code created like in the alpha video) prison for you to see all the side effects.

I got a legendary gang member through intake, unfortunately he wasn't a gang leader. So A35 is just about like a34 for me at the moment.

Eventually I guess there will be leaders. (I wonder who leads the gangs at the moment, demo-cracy? )
