how to get prisoners through reception? (question)

My prisoners are stuck in the reception how can i get them in their cells?

To little information.
With what i have I can tell you this:
As long as you have guards, they are taken to their cells automaticly. Presuming there are adequate cells.

this is to do with the cell grading, prisoners won't go to high graded cells, they will be put into a holding cell, to fix the issue either create a holding cell, or create cells of small grading
