Not necessarily, usually prisons have a couple of permanent priests, for the most common religion of the area, and they diversify to accommodate general faith worship for all religions.

As bad as they where, i dont think they wouldve gone for that, given their religious motivation.
Mentioning countries while on a topic about locations, that would make more sense imo - diffeerent places with different regulations, advantages, disadvantages...
For instance, i could see a place like most european countries giving -2 on cell quality and adding the room requirement of a cell quality of at least 1 to cells. I mean, fine, now they can buy some soap, magazines... They still cant buy like gaming consoles for their cells which isnt that unusual in european countries (allthough they often arent allowed to be online-capable).
Let alone scandinavia.
Now, wether thats even a disadvantage is one question - its different to have to have a certain standart, at the same time, you are ABLE to give your worst offenders still some needs-fullfiling items in their cells which could quell them... certainly the reoffending chance would be lower in european countries as they actualy receive help after their release and their crimes arent publicly recorded as they are in the US which also doesnt help to lead a normal live again.
But deaths will be a bigger issue if they ever should happen, and the death penalty wouldnt be available at all.
