Intermittent freezing

Hello, my prison has 91 prisoners, down from 278 because i thought the high amount of people was causing lag.
i keep freezing every 10-20 seconds for about 10-20 seconds, game is almost unplayable. i don't know what im doing wrong

i have an i7, a GTX 860m, 16gb ram, game is on a ssd. windows 8. not sure what else to mention but the game is freezing all the time and its driving me crazy. i searched forum best i could and can't find anything that is similar to what im experiencing.

- Does it help when you turn autosave off?
- Do you have this issue with new prisons as well?

I have the freezing to, but, found out it was the mail room bug.
I first got the mod to remove the mail satchles and all started working well but then it all started to go wrong and mail satchels would keep being delivered continuesly ( i had over 100 satchels in a large room just to store them lol ) and making the game freeze for 2-3 second and also stopped supplies and new prisoners coming in.
Deleting the mail room after you have the bug, did not work for me and i had to start a new prison from the start.
all is now working fine but i do not have a mail room anymore.
