When you sell a prison and begin another one with a nice lump sum of cash, all of your unlocked bureaucracies need to be researched over again.
How about allowing players to pay a bit of a premium to carry over already unlocked ones in their next playthrough?

This is one of those that I agree with in principle but don't agree with in practice.
Look at it from a homebuilder's point of view. Pick any city in the world. Any. Build a house there. You'll need, at a minimum, to know what you need to apply for to build the house. Assuming you have to fill out paper work and apply for permissions in construction and whatnot (akin to PA "research", if you will), you'll have to get it, then fill it out, then turn it in, then hope it gets approved, then make changes because you forgot something.... You get the point.
Now build the same identical house again. Build it next door. NONE of your paperwork transfers, you'll have to start over.
That's the take on PA "research". You have to fill out and file the appropriate paperwork. It makes WAY more sense when you remember that its 5 game days to a year in PA. That 12 hour "research" project is a little over a month!
But all that aside, it does suck to have to redo all of that every bloody time, and to be able to carry over at least one or two items would be nice.

I think it would be solved by renaming it. I don't know that it should be called research so much as it is "paperwork filing". I mean you are unlocking most of these in a matter of 6 to 12 hours with only a few things that take longer.
When I'm prison flipping (buying a new prison with money from an old one) I'm generally done with all my "research" in 7 days or less. Quite frankly I don't usually even have the entire prison built yet (and I don't generally let prisoners in until most of it's done)
Having done several of these in a row my last prison re-start was a little over 5 million in starting cash and my research was complete before all the buildings were done and hadn't let the prisoners in yet. Quite frankly operating on that level there isn't even much gameplay after the design/research phase. It's just letting in the prisoners and watching things go smoothly.
