There could be a possibility to use "enhanced interrogation techniques", in other words torture. Discretion would be needed. Here is na idea how it could look:
New room (researched by the Lawyer, deep down in the Tech Tree: "Room 101".
Room 101 contains no furnishing, except a suggestive "Black Box", which requires power and water. CCTV cameras can not be installed.
The player could send a prisoner to Room 101 for punishment, overseen by the Chief. When the prisoner enters the room, it gets covered by Fog of War during treatment. When lights are on again, the prisoner is injured and suppressed; the player can also receive information from him.
The prison can also take in prisoners for "Enhanced Interrogation". These are sent to Room 101 until the interrogations succeed. Too long sessions cause injuries, or even death.

I think you should then also be able to rename the game to "Guantanamo Architect" - as it would not be called a prison anymore as I myself would define in so-called 'western' society.

Torture has been used in post-1945 prisons in the Western world, though not always within official protocol.

But what would be the effect you want to achieve? There are already multiple methods to suppress prisoners and information can be retrieved from the CIs.

If an inmate is constantly caught with contraband...perhaps there should be an interrogation tactic that will allow the guards to proposition an inmate to become a snitch. Offer him more time and less activities if he denies the offer.

Torture is outlawed in most industrialized countrys.
This is realy something you should mod yourself. If you want to "torture" someone, then go on and build hell prisons or play around with the punishment timers.

Actually, you don't really need a mod for this - if you have 1 by 1 cells and permanent lockdown, that seems like plenty torture to me...
