Dogs are treated pretty simply: You research them, build a kennel, hire them, and send them to patrol.
Simulation of dogs could be enhanced. For example, they could have rather low skills when arriving, and gain skills through training programs in the kennel.
Agility Training: Needs an obstacle. Improves stamina and speed.
Combat Training: Needs a combat dummy. Improves attack range and damage.
Detection Training: Needs a training box. Improves detection range.

The same could go for guards, of course.

Would be good as well to have to mange the different types of dogs - just as there are Guards, Riot Squad and Armed Guards, it would be interesting to add categories of what type of dog you employ and therefore mangement of numbers of reach type.
I'd suggest GP (General Purpose - good at chasing prisoners down, finding tunnels and detecting contraband that isn't drug or weapon related - I'm thinking cigarettes, lighters etc) Drugs (As it suggests, poor(er) at searching for tunnels but excellent at locating drugs-based contraband - poison, drugs) and Firearms (Poor at searching for tunnels, poor at detecting any contraband that isn't a weapon - hammers, batons, saws, guns)
