[Suggestion] Random Shakedowns

In all American prisons there are surprised un announce shakedowns that are conducted by an independent department of the justice system. I would like to see this put in the game and if the independent shakedown finds a certain amount of contraband the prison can be fined and possibly shut down. This would be a random event that happens one every couple of in game years you prison remains open.

i dont think ive ever kept a prison open for more than a couple of months

i typically sell and start over in 30 days or less; i get my valuation up higher than when i started and than sell. im at several million now for a new prison.

....I just did it once. Sold my prison for $45m or something like that. Granted I put like 300 months or something into it.
