[Bug] Kitchen staff not cooking enough for meals.

I have noticed that when its meal time the kitchen staff only prepare like 85% of the required meals, and then just sit around (even if there are spare hot plates, and enough ingredients). They only then cook the rest about 20 minutes before the end of the period. Which leaves some of the prisoners going hungry.
