I built a death row cell block, complete with a common room, shower area and small yard, but because my only death row inmate stays in his cell all the time, only leaving to go to his parole meeting, his hygiene, family and exercise needs are sky high.
Should deathrow inmates not have these needs, if there's no regime to cater for them?

If you're so inclined to be that nice to your death row prisoners, you can actually include all of that within the confines of their cell (shower, phone booth, weights bench, etc.). That said, I've not had my death row prisoners kick off at all - they seem to just be mostly subdued inside their cell the entire time, so I'm not really sure the extra expense is worthwhile.

I imagine critical needs contribute to the heat in the prison.

Probably a little, but I got the impression that that's more of a % question, rather than a simple numbers question. If so, having <5 DR prisoners not feeling too happy probably won't make a dent in the rest of your prison's mood as you're likely to have hit 100-200 prisoners before seriously starting to think about DR.
I'll admit though, it would be interesting to see you getting a penalty or bonus (either deducting from or adding to the $10k you get on their execution) depending on how well a DR prisoner was treated during their stay. That way you'd have to balance out short-term costs of putting all of that infrastructure in place compared to potentially gaining more in the long-run if you took care of them properly.

I don't plan on having death row inmates in my jail, but it sounds like death row inmates practically need to live in little 3x3 condos, complete with showers, phone, etc.

honestly thats how people on death row live. I do agree tho, sometimes I almost feel bad for them, expecially when the game bugs out and gives you some guy for joy ridding for a deathrow inmate
