Multiple workshops needs multiple Foreman?

What's the point of this? I guess I mean, what is the point of limiting the number of Foremen to one and one alone? This puts severe limitations on the number of workshops, but with a multi-cell block prison, this makes no sense. Options are to let workers run these classes, allow multiple hires of foremen, or like classrooms, have an external employee handle this. Frustrating my design goal of a 1000+ prisoner capacity prison...

for now you can mod this issue out, either yourself or by one of the many mods that do this on the workshop.

I'm sure this bottleneck issue will be solved when the game gets balanced

Hmm, given that the lesson only takes 2 hours, you could play around with the regime so that different sec prisoners work at different times, netting you aprox. 6 or so lesson per day.

Ya I can see how that's limiting, but it's a start.
