Is job assignment not room-specific?

I'm just wondering, since I have several kitchen (for each canteen one), but it seems that if I assign prisoners to the different kitchens, they just go to work at SOME kitchen rather than the one they're assigned to - so if I have five kitchens with 3 prisoners assigned to each, it happens, that 5 prisoners are in one kitchen and none in some other...
