[Bug] Room Dimensions
So I found a problem, when you create a new room which has a requirement of minimum size 5x5, for instance, if you create a 9x4 or even 12x4 (which has an area way bigger than 5x5) it will fail and say it does not meet the minimum requirements for that room.

The minimum requirement is not about area, but about actual dimensions. If the requirement is for the room to be 5x5, then both dimensions must be at least 5 squares. Hence 9x4 fails, as it is not at least 5 squares wide.

This is not a bug but a mathematical Code-18 error.
4 is less than 5... your rooms are not large enough in one direction.
using your examples... 9x4 and 12x4 do not meet the requirements of 5x5.
However 9x5 and 12x5 do.

You can definitely make rooms that aren't "5x5" with some creative trickery though.
I made a 100x4 holding cell, and to make it "5x5" I wound up punching 5 holes in the wall and making 5, one-square, alcoves in the holding cell. Need met.
Same with my one laundry. 4x7 with a 3x1 and a 2x1 extension in two different dimensions and voila.
Basically I have no idea how or why it decides a room is the dimensions it needs to be. But I've learned some ways to game it out of necessity.
