sometimes disabled can't fight due either his arms or legs are not strong

I like a lot of the positive traits, I think it would be nice to have some unique prisoners that aren't complete psychopath demigod murderers. Not saying that those certain prisoners aren't entertaining or challenging, I just think there should be some positive traits to balance it out and add more variety.

All in all, I like these suggestions.

More ideas for reputations

-"Celebrity": A famous person who has commuted a crime and could be in danger.

-"Weak": Prisoner is not hardcore and can die very easily, protect him.

-"Ninja": Prisoner has the ability to disarm weapons including those from armed guards, at a very low chance, to use against others.

Weak could be for prisoners with some kind of chronic health problem like hemophilia. Need to be careful you don't kill them when subduing them.

I would let the celebrity die either way, probably by permanent solitary

Ninja is actually in the game already, at least the way you descibe him: Skilled Fighter

Broken - prisoner spent so much time in solitary he no longer has any will to cause problems.
Well connected - this prisoner can get things done. (for example he may threat guard's family... so guard gets suppressed and looks the other way when there is a need)
Moonshiner - he can create moonshine out of food scraps from the kitchen.

-Dirty: For Guards: Doesn't report contraband found. Workmen: Makes tunnels look repaired instead of actually repairing them. Doctors: Higher importing of drugs. Cooks: Higher importing of weapons. Trait can only be discovered through Informants.

Prisoners Reps
-Repentant: Higher % to pass programs and increases others' % who attend the program with them.
-Macgyver: Increase weapon contraband, especially those that don't set off metal detectors.
-Child Killer/Rapist: Instantly marked for death

Those guys are only sent to prisons that take prisoners that are likely to be killed if put in with the main population.

Dunno what country you are in, but thats not true in Australia. A brother of a friend of mine is serving 20 for killing a toddler. He's in genpop.

Here to drop more traits, mostly bad, but you might be able to use some against other prisoners.

- Locksmith: can pick himself off a cuff after some time. The best way to contain this kind of prisoner is to keep him locked or chained behind strong doors.
- Hacker: (already suggested?) Tend to tamper with stuff. Camera loops, metal detector sensitivity change (too low: even belt buckles cause alarms; too high: an AK can go through without alarm), door control jamming (to lock open, etc.), or even disable sprinklers, lock all doors closed (more likely with Locksmith), and trigger a fire (more likely with Pyro) to cook everyone alive. (more likely with Prison Buster, below)
- Electrician: Can disable individual capacitors to redline your generators, or just knock them all outright. Can "bug" electrical appliances so they fail or have unintended behaviors. They can also find and disable electrical cables. Doesn't mean they will.
- Plumber: Can dig extremely quickly through pipes. Can find & break pipes and cause flood. Also doesn't mean they will. As a CI they can help spot tunnels in toilets.
- Carpenter: More ability to modify furniture into weapons or other tools, as well as more damage (in fights) when using axes or saws. Comes fully qualified for a workshop. This is both good and bad. Keep these prisoners happy and they will happily build beds for years. If sawing wood using saw table, has a low chance to produce double output.
- Trainer: More likely to pass traits to other prisoners, both good and bad. In good mood and properly reformed, he can volunteer to be a teaching assistant in practical classes he has passed before, increasing pass chance for students.

And the ultimate Prison Buster: Hates prisons with a passion. Does anything and everything to break down a prison, even at the cost of innocent digital lives in MinSec or visitors. If he can access the laundry, he will destroy it. If he can access cleaning closet, he will steal all those chemicals and spike the food or corrode someone's mouth. If he can cook, he will burn, poison, and contaminate all the food. He will shank and kill anyone and everyone he can. If he steals a gun he will shoot to kill. He will try to burn down everything. He will try to not be seen while doing the job. All because he hates order, prisons, and the Prison Architect himself. Yes, this is extremely OP and he's out there to destroy YOU. Deal with it. Fortunately it doesn't give him any "abilities" -- only tendency to cause trouble. Good luck if he can pick himself out or can dig. Oh, he can and is more than willing to join education programs because it gives him more abilities, such as access to the workshop for some saws to hack a guard with!

Countermeasures: Staff can take training or advanced equipment to improve their odds against some traits

- Locksmith (and Safecracker): Guards can go through locksmith class themselves. This teaches them more secure cuffing methods and techniques, increasing time to pick out of a cuff or cell doors. Nonstandard cuffs (that doesn't use a "normal cuff key" shared with police worldwide) can be used on specific, known lockpickers to significantly increase cuff-picking time.
- Hacking attempts can be countered by security training for guards, and training workmen to spot and restore hack effects. A Chief can do additional research to deter hackers. Hackers can be administratively denied access to areas and training with electronics (e.g. computer technician training, etc.) to mitigate threat.
- Connected or Popular: Psychologists can help dissolve discontent within prison. Public relations (Warden "skill") can reduce public discontent. Lawyers should also come back and do a similar job.
- Less-Lethal Training: Armed guards switch to beanbag shotguns. Less damage, but less chance to kill. Prisoners can still end up with ruptured lungs or something that eventually becomes lethal, so keep paramedics handy. Ordinary guards will train in advanced baton techniques and dog handlers will learn restraint techniques to prevent dogs from killing.
- Become a HERO: Guards can be trained to become a Heavy Emergency Response Operator (HERO). Certified HEROes can wear specialized HERO Gear that costs quite a lot ($1000), improves suppression and armor but slows and tires users more. A HERO does not have to wear his gear all the time: you can set how many guards should wear it all the time and how many keep it in the lockers. Requires armory.
- Forensics: Doctors know how to investigate a dead body and work in tandem with guards to identify killers so they can be punished. If there are any more negative consequences of prison deaths in the future patches, those can be mitigated (because the prison is showing attempts to straighten out the killings)
- Lifesaving & First Aid Training: All staff can be trained to provide first aid to drugged, bleeding, or unconscious prisoners. They can heal anyone up to 50% (first aid kits must be recharged like tazer) and extend time window for the overdosed or poisoned. This is not a replacement for doctors and medics.
- UPS: Equipment can be connected to a specific segment of the electrical network to provide temporary power in case of outage, especially by disasters or sabotage. It powers only objects it is "wired" to and has limited power. Note that in case of remote access, both the remote objects and controllers must be powered.

Let's just say an extremely potent version that goes beyond legendary, topped with an extremely strong attitude against the prison itself. Should have explained more clearly.

Slob: Hygiene, clothing and environment do not affect mood. Does not shower or change clothes, unless forced by regime, or really dirty. Prone to urinate or defecate outside toilet. Useless in Cleaning and Laundry.
Glutton: Eats more. Mood varies strongly with hunger. Good at cooking.
Lazy: Needs more sleep. Always moves and works as if suppressed.
