[suggestion] dismantle utility drag-box. select specific

1st, make the dismantle utility a drag box (like dismantle object SHOULD be)
2nd, make it so you can choose water pipes and/or cable.
You can click on the cable button to place cable until you cancel it off thes should also change the dismantle to ONLY dismantle cable until cable is unselected. Same for water pipe etc. If nothing is selected then have it work like it does removing all utilities.
