So, since objects can be thrown over walls, i tried changing up my prison wall design recently. All of the main facilities on the map are close to the center and are walled off from the outer area where my 2 sets of perimeter walls are. I put in 1 jail door to access this area and made this outer area staff only to prevent my prisoners from waltzing out and going to collect thrown objects. From checking the last 4 pages of the forum i havent seen this brought up but id imagine someone would have to suggest this. Basically my prisoners still walked out and collected their goods as the guards opened the door for them to get into my staff only area. My suggestion is that if a guard sees a prisoner walk into a staff only area willingily (not escorted on handcuffs) the guard will remove the prisoner and escort them back their cell for example. Maybe even have the prisoner punished for being in a restricted area. A small idea but it would work wonders. Could even be used for rooms where prisoners steal contraband from. I realized i could just station 20 guards out there but realisticly if a prisoner went "out of bounds" or into a restricted area theyd be scolded and removed from the premises. Just a thought. Again my apologies if this was already suggested.

It does already this. Guards will not let prisoners enter staff-only areas and they will go and baton down prisoners who are unauthorizedly in staff only areas.

However, the thing you see is normally caused by the area losing its Staff-only designation.

This happens anytime you do a modification to the area, for example adding or removing a door, resizing the room or whatever.
Check in deployment that the area is still staff only.
Such as simple thing as removing the areas door, concreting the area, and then unconcreting the area to clear out lingering object_FoodWaste, and then replacing door, would cause the area to lose its "Staff only" designation. Same if you would use a fence or something to divide up the area into 2 different areas. Then sometimes it will become a staff only + a shared area, sometimes 2 staff-only areas, and sometimes 2 shared areas.
So after ANY modification to the prison layout (doors, walls etc) check deployment that all areas are correctly marked.

Also certain things will "override" the Staff-only designation, allowing prisoners to be in staff-only areas at certain circumstances. This can happen when prisoners need to go via Staff-only areas to reach Another vital area. But prisoners will Always prefer a non-Staff-only area.
Check that the route to vital areas (yard, canteen, shower, cells etc) isnt designed to only go via staff-only.

Note that if deliveries is in Staff only, prisoners may be in staff only until they visited their cell once, after this, Staff only will be prohibited. Prisoners are not considered to be "prisoners" until they have visited, or being escorted to their cell once, and they will Always attempt to visit their cell the first time they do when they arrive.


Sometimes a area can still be marked as "Staff only" in deployment screen, but logically be a shared area. This can happen because of the above circumstances (when you do certain modifications to staff-only areas). It has to do with how areas are identified in the savefile.
To fix this, unmark ALL areas so they become shared.
Then re-mark all areas in the correct security level (shared, prot, min, med, max, supermax, staffonly) again.
