(Suggestion) Safe Room/Nagotiators/Hostages

Should be added in my opinion. In case of a riot happening, your staff could run to a secure safe room (ofc prisoners can break in but it will be hard for them). Staff should automatically run and try reach the safe room if a riot happens, not all will be so lucky... Staff who go to this safe room are all staff that can't defend themselves (cooks, administration, janitors gardeners workmen etc). Prisoners should be able to take staff as hostages and in a case of that you should be able to send in Negotiators/diplomats to try stop the riot and save them (but ofc to a very big cost in someway, could be also building better facilities or improving a need the rioters wants). So then there could be more possibilities and more risks how you should tackle a riot that has gone too far or just happened.

Had a thought on hostage taking a while back:

Would be good if it happened not just in riots, but one off incidents with volatile/unhappy inmates too. The current state of the game has the more mobile staff I was thinking of before, what with multiple staff and inmate programs happening all over the prison, so there's plenty of opportunities for it to happen now. This would give much more incentive to look out for weapons in contraband, which are currently a pretty low priority in a well run prison.

Yes tis is exactly what i like too see with hostage taking! Either you could send in a negotiator or try to pin him down with brute force (off allowing a risk that the hostage dies)

In Winchester dudes would take prisoners for kidnapping not screws (guards) or staff . They would also claim on to the safety netting on the upper levels when they threw a tantrum over something like not going to court
