[Suggestion] bridges and skywalks
How about a bridge to securerly let prisoners across road or staff to pass prison areas safer, plus a skywalk, so guards can watch down on prisoners in the yard(or even from the walls)

Man,
I really like the idea of a skywalk or what I would call a cat walk but the devs have already said no the "levels" in the game. I really think they are missing out on a great dynamic.
I do like the idea.
I should add that they have apparently said no. I have not read the post for myself.

This could be nice - but for crossing the road only.
Other than that I don't see a need for walkways etcetera - guards should be able to interact with prisoners (search, intimidate etcetera). It adds some excitement to the game when you know your guards are walking amongst hungry testy high risk prisoners.
If you want to observe your inmates from a safe distance, use cameras instead.

I would actually like it because it would let me design a prison where the non-guard personnel would interact as little as possible with the inmate population.

I would like to second the addition of catwalks, particularly in the context of watch towers.
These are very regular features of the stereotype generic american prison the game is based on.
Isn't it part of the way you deter people from throwing contraband into the prison, as well as combating escape attempts.
