Trick to using the clone tool?

A few weeks ago I was able to use the clone tool after having never been able to before. Now when I try to it seems to not work at all. Is there any set of conditions that anyone is aware of that will allow it to work?

Well, first is the obvious: you need to have it allowed first, by going through bureaucracy.

The second thing is simply how it works. With Clone selected, you need to right-click and hold then drag over the area you want to clone. That selects the area.
Once you've done that, you just left click on where you want to put the cloned area.

That's all there should be to using it really. No tricks otherwise.
