How about some good ol' leasing of prisoners? Y'know, like the old ball-and-chain crews which use to work on roads. In my area, they still send prisoners out to pick up trash along the roads and stuff.
Anyways, I propose a system where your low-sec good behavior prisoners have an opportunity to work outside of the prison. A guard can escort them all to a bus and off they go for random hard labor jobs. Oh, and it'll be an extra income source for the prison of course. Not sure the duration they would stay out before comin' back to their cell, but when they do finally arrive back at the prison, their outfits could be all muddy and nasty and sweaty hahaha. It'd be nice to see different perks for different prisoners, or be able to assign different tasks/jobs to them. There isn't too much of reason to have anything but high-sec. prisoners at this point, since they pay the best... so I hardly use normal or low-sec prisoners. If there is a reason, someone else will need to explain that to me.
