Thank you for gathering this information. "resolved" usually means "fixed", while "closed" means it was a duplicate, irreproducible issue, user error or something like that... So "resolved" issues are actually good.
When this thread was born, my assumption was that the strong majority of the tickets are duplicates. Many were - we closed thousands of them. Many are genuine. I'll run some statistics too.
IV is doing a pretty good job at fixing the high priority issues. They are actually working with the community to identify the ones that should be fixed first, and they do fix it. No game will ever be bug-free though

EDIT: actually only 9882 issues are "public". Some which were created as "private" are only visible to the devs.
EDIT: by current estimation it will take more than 5 hours to import data from Mantis. There is a lot of it
