Upgrading to a higher Tier via Steam?

Is is possible to upgrade to a higher tier via steam.
Since I am not 18, I don't have PayPal so I'd like to upgrade via Steam, is is possible in any way?

To the best of my knowledge, there is no way of upgrading via Steam (other than repurchasing at a higher tier).

This might sound crazy but you nobody from paypal is coming to your house the check whether you really are 18, you could just lie.
