Here are a few ideas, i think staff members should have a random "personality", that is, they have a small chance of having quirks that affect their work in a negative way, and it would be up to you to either deal with it, or fire them for better staf members:
The Slacker: The slacker tend to work less than other staff members because he gets tired much more easily. He will spend a lot of time in the staff room.
The Smuggler: He trade with prisoners bringing in some contraband in exchange for services.
The Bully (guard only): He tend to be overzealous in his suppression, hurting prisoners more than necessary (might even kill a couple by accident), occasionally creating discontent in a single prisoner so he has an excuse for beating him up.
The Shulz (guard only): Easily bribed by prisoners, he tend to turn a blind eye and sometimes willfully ignore found contraband or tunnels.

sorry to say but I'm personally against your suggestion. I don't want to have to "micro" manage my staff, but my prisoners instead. The prisoners should cause a lot more troubles than they do actually, the game is really easy right now. If you keep their needs at a reasonable level you will never have a problem. But I'm pretty sure it will change, with the future gang system already. If both the prisoners and staff cause you troubles it would quickly become a mess. I want staff I can trust.
