[Suggestion] Valuation Change

Recently this feature was introduced and there's a part of the valuation based on Time Without Incident. However this doesn't actually check whether you have any prisoners in your prison! I know part of the reason for it is to allow people to start a new prison with extra cash but it seems silly that you can get extra cash without playing the game. In its current state you might as well be able to select a custom starting balance.

But you cannot sell your prison without at least 20 prisoners. So what does it matter? Are you suggesting people milk the time without incident until it is large enough, then get some prisoners and sell as soon as they can?

remember: this game is in alpha. and balancing the game usually happens in the beta phase.

quite frankly, however, I'm not really sure how "Time Without Incident" works. it makes sense how the value of a prison would be greater the longer it goes without an incident, but with say a max-sec prison you'll probably almost always have some kind of incident going on around the prison. I don't really see this as a good indicator of the prison's value unless the algorithm takes into account the number of incidents throughout the prison's lifespan.

(also, this isn't a suggestion as much as it is a feature discussion)
