Question- How do i make a mod?

I'm interested in making a mod for this game since it seems to have good support and I've got an idea that really interests me, how do i go about making a mod? I'm prepared to devote a decent number of hours to making it if necessary, as I suspect will be.

I'm not a modder, but I'm sure there's probably different things you'll need to know whether you're doing:

• a graphics & sounds mod
• a translations mod
• a grants mod
• or a scenario mod.

knowing exactly what you want to know would probably help people help you with any specific questions you may have

Thanks so much, very helpful. Just one problem, how do i change the appearance of things? I tried changing the people.png but everything got little white squares around it. Is it because I'm using paint or something else?

That is because you are using paint yes.
You need to use professional software such as Photoshop to modify those files.
This is because the file contains an Alpha channel that manages the transparency of the background. Paint cannot handle this channel.

Well, Photoshop will be FAR too expensive for a beginner, if you dont pirate it.
But you dont need to, paint.net or Gimp (I use Gimp for the modding myself) will do the job just fine.
