[Modding] License / legal issue

This is the first project I participate which is not open source, so I am a bit clueless. How are you allowed to use the game data and share it with the community? E.g. are you allowed to take the files and put those up to github or any other code sharing portal to work together on translations or other mods? What license should it use? (assuming you can't use GPL)

Are you able to quote the paragraphs which allow someone to derivate and distribute the game data?

Here are your restrictions as an owner of the game:

The Prison Architect End User License Agreement wrote:2. Restrictions.
You are not entitled to and must not:

  • EXCEPT IN THE EVENT AND TO THE EXTENT THAT YOU ARE EXPRESSLY AUTHORISED TO DO SO UNDER THE TERMS APPLICABLE TO YOU in whole or in part reproduce, translate, reverse engineer, derive source code from, modify, adapt, merge, translate, disassemble, decompile, or create derivative works based on or of the Game, except where applicable law provides otherwise in which case the product and all end results of such acts shall belong to, vest in and be the exclusive property of INTROVERSION on creation.

  • INTROVERSION allows you to make modifications to the Game software for the purpose of making mods and tools for the Game (“Mods”) provided you don’t sell them for money or try to make money from them (“Permitted Modding”). If you want to make your Mods available to the Game community please let INTROVERSION know. Any Mods you create from scratch belong to you but any Mods that use INTROVERSION code or assets will belong to INTROVERSION.

Remember, you've already agreed to these terms.

"How" do I need to tell IV about a mod, is it enough to simply list those on the devwiki or in this forum?
