Prisoners not eating

For some reason, despite having a food need in the red and food available, some of my prisoners just aren't eating. They'll just hover around in the canteen but not do anything. Any ideas?

Are there trays for them to put food on?

Yep, a short stack of clean ones on both serving stations.

Found a fix, added two more server stations and extended the meal time by an hour for a day and it seemed to clear it up. Might have been the tray stack was too low or something, not sure.

1 service table can handle 4 cooker which can handle 40 prisoners
